The projected population of 11,100 persons in Hillsborough Township by the <br /> year 2000 would require an estimated 940 additional dwelling units and <br /> 2606 additional acres of residential land. In addition to the residential <br /> acreage, residential development brings in its wake the need for land for <br /> non-residential purposes such as shopping, schools, churches, recreational <br /> facilities, fire stations and other similar uses. Within Hillsborough <br /> Township only a small amount of land is needed for these associated uses <br /> because of the lower density of residential development occurring outside <br /> of the planning jurisdiction of the Town. <br /> For Hillsborough Township this situation is compounded by the small size <br /> of the Township, making most areas reasonably accessible to the Town and <br /> its commercial and institutional facilities. Therefore, the need for ex- <br /> tensive commercial development outside the Town and its planning jurisdic-. <br /> tion is unnecessary. I"breover, directing commercial and low and medium- <br /> density residential uses toward areas already served by water and sewer <br /> lines, as well as other types of urban services, would satisfy standards <br /> of energy efficiency. The projection of additional land for non-residen- <br /> tial purposes is based on only one acre to reflect the future location of <br /> some low intensity uses at designated activity nodes. The total acreage <br /> required to accomodate the projected Township growth during the plan <br /> period, therefore, is 2606 acres. <br /> Allocation of Growth <br /> The primary task of the Land Use Plan is to geographically allocate the <br /> anticipated growth throughout the Township in accordance with the County- <br /> wide goals and policies and the Township policy statements. In actuality, <br /> the amount of land allocated to accomodate this growth will be substan- <br /> tially greater the calculated need to allow for variations in the avail a- <br /> bility of land and the exercise of market choice. <br /> The following allocation guidelines, which incorporate the descriptive <br /> framework of the County land use classification system, are derived from <br /> the County and Township policies to facilitate the process of determining <br /> the location of new growth in Hillsborough Township: <br /> o Higher intensity residential and commercial development which would <br /> most appropriately be served by a centralized water and sewer <br /> system should be directed to suitable vacant land within the Town <br /> of Hillsborough in accordance with a policy of Hinfilling" and, <br /> secondly, to the Town's Transition Areas. <br /> o Rural, non-farm residential development should be allocated to the <br /> southern tier of the Township to avoid negative environmental or <br /> economic impacts on agricultural lands in the northern tier. <br /> o Agricultural lands in the northern tier of the Township should be <br /> maintained in acknowledgement of the viability of the land for <br /> that use. <br /> o Commercial and industrial developuent occurring outside of the <br /> Town's planning jurisdiction should be located in proximity to <br /> activity nodes which provide a mbre reasonable and efficient <br /> alternative to strip development. <br />
