Existing Land Use and Infrastructure <br /> The Town of Hillsborough constitutes the major development center in <br /> Hillsborough Township. Outside of the Town of Hillsborough's planning <br /> jurisdiction, the southern portion of the Township's land use pattern <br /> consists of low to medium density residential development, several corn- <br /> mercial uses and a few industrial-type uses. The northern tier of the <br /> Township is larger in area and is characterized by farms, scattered low- <br /> density residential development and a small number of commercial uses. <br /> Most of the area within the corporate limits of Hillsborough is served <br /> by municipal water and sewer lines. Extension of the sewer lines beyond <br /> the corporate limits, but within the planning jurisdiction, has expanded <br /> the service area to residential, commercial and industrial development <br /> north and south of the Town. Water lines have also been extended to the <br /> east of the Town across the planning area and into Eno Township along <br /> U.S. 70 and Old N.C. 10. <br /> Transportation <br /> Orange County's principal east/west and north/south transportation corridors <br /> pass through Hillsborough:Tbwnship. Four miles of Interstate 85, three and <br /> one-half miles of a major U.S. highway (U.S. 70) and four and one-half miles <br /> of (Southern Railroad) rail line comprise this east/west transportation <br /> corridor. The north/south routes consist of two important state highways, <br /> N.C. 86 and N.C. 57, as well as two other locally important roads, Old N.C. <br /> 86 and Orange Grove Road (SR 1006). <br /> A modified version of the North Carolina Highway Functional Classification <br /> System has been used to describe the road network in Hillsborough Township. <br /> This system describes parts of the road network based on factors of access <br /> and mobility. The most important roads (Interstate and arterial highways) <br /> provide the best service (shortest travel time) to and from important em- <br /> ployment, shopping, educational and population centers. Roads of lesser <br /> importance (collector roads) do not provide as good a service function, but <br /> do provide an area with access to the major road system. The least impor- <br /> tant roads (local, roads) function in a limited service capacity, but in <br /> aggregate provide large land areas with access to the more important roads <br /> and highways. <br /> Based on the modified classification system, Interstate 85 is classified <br /> as a major highway or interstate. Old N.C. 86, U.S. 70 Bypass, N.C. 57 and <br /> St. Mary's Road are classified as arterials. U.S. 70 Business, Orange Grove <br /> Road (SR 1006) and Old N.C. 10 are classified as collectors. <br /> All other roads are classified at the local level of service. Hillsborough <br /> Township's transportation network adequately connects it to the nearby pop- <br /> ulation centers of Durham, Chapel Hill, and Burlington. The construction <br /> of proposed Interstate 40 extension will place Raleigh and the Research <br /> Triangle Park within closer traveling time. <br /> Agriculture <br /> Hillsborough Township has been experiencing a pattern of farmland conver- <br /> sion to non-farm uses during recent years.
