PUBLIC INTEREST AREA The'Duke Forest tract located on the eastern boundary <br /> of the Township along U.S. 70 has been designated a Public Interest Area. <br /> WATER. SUPPLY WATERSHED. This category applies to both existing and pro- <br /> posed water supply watersheds for purposes of providing water quality pro- <br /> tection for water draining into a supply source. In Cheeks Township, this <br /> classification applies to the Eno River watershed which includes the sub- <br /> basins of McGowan Creek, north of the I-85/U.S. 70 corridor, and Seven Mile <br /> Creek,, south of the corridor. <br /> In addition to classifying the land in the County, the County's land use <br /> planning strategy has been to identify and evaluate potential activity <br /> nodes in the Township. The purpose of the activity is to direct commercial <br /> and industrial uses to the most appropriate areas in the Township, prevent- <br /> ing strip-type development, and promoting a more compact and efficient land <br /> use pattern focused on major intersections in the Township. <br /> A total or seven activity nodes have been designated in CheeksoTownship: <br /> REFRNCE: CK-1, Efland Center <br /> LOCATION: Efland Commercial Area <br /> PLAN CATEGORY: Commercial-Industrial Transition <br /> ANALYSIS AND EVALUATION: An existing commercial/industrial node. is located <br /> in Efland, focused on the intersection of Southern Drive and Mt. Willing <br /> Road. This node currently serves as a ,fbcal point for lower and medium <br /> intensity residential, commercial and industrial uses. As Efland develops, <br /> new growth should "infill" suitable vacant land within the immediate area <br /> to take advantage of the existing infrastructure which includes the water <br /> supply from a central system. Due to the location of this node entirely <br /> within a water supply reservoir, industrial and commercial uses should be <br /> limited to these types which have a demonstrated record of not generating <br /> pollutants, either through the industrial process or the size of the opera- <br /> tion, which are known to degrade or harm water quality. Those uses which <br /> do meet this initial criteria should be designed and built in ways to mini- <br /> mize any other potential negative impacts on the quality of wate draining <br /> from the Eno River watershed. <br /> REFERENCE: CK-2, Miles north <br /> LOCATION: U.S. 70 and Buckhorn Road (SR 1114) <br /> PLAN CATEGORY: Commercial-Industrial Transition <br /> ANALYSIS AND EVALUATION: This node is located at the intersection of an <br /> arterial (U.S. 70) and a collector. Existing commercial uses at or near <br /> this site include a small mill outlet and two gas stations one of which <br /> is also a small store. There are no environmental constraints imposed by <br /> sensitive lands or water-supply watersheds. A rail line is nearby. This <br /> site is presently served by a central water system with possible future <br /> sewer line extensions. These facts, combined with its proximity to Mebane, <br /> create the potential for fairly intensive comgercial and industrial uses <br /> during the later phase of the Plan. In fact, this node falls within the <br /> 20-Year Transition Area that extends slightly beyond the Mebane l0-Year <br /> Transition Area. As this site becomes more intensively developed, care <br /> should be taken to ensure that the highway intersection is upgraded suffi- <br /> ciently to handle the increased load. <br />
