Natural Environmental Constraints <br /> Cheeks Township contains the following natural environmental constraints <br /> to development activity: floodplains, a water supply watershed, steep <br /> slopes and poor soil conditions. <br /> FLOODPLAINS. 100-year floodplains occur along Seven Mile Creek, Crab- <br /> tree Creek and. Rocky Run in the southeastern part of the Township; <br /> along the Eno River and its tributaries and McGowan Creek in the north- <br /> central part of the Township; and along Back Creek (Tributary A) north- <br /> east of Mebane. <br /> WATER SUPPLY WATERSHED. Most of the Upper Eno watershed, which is drained <br /> primarily by the Eno River and Seven Mile Creek, is located in Cheeks <br /> Township. In general this watershed encompasses the eastern two-thirds <br /> of the Township. Water from this area supplies both the Town of Hillsbo- <br /> rough's and the Orange-Alamance water systems. The existence of a water- <br /> shed crossed by an important transportation corridor requires serious <br /> consideration of the trade-offs between environmental protection and.lindus- <br /> trial development opportunities and is the critical issue facing Cheeks <br /> Township in the near future. <br /> STEEP SLOPES. Steep slopes represent only very limited constraints in the <br /> Township, occurring along sections of the Eno River and Seven Mile Creek <br /> in the eastern part of Cheeks Township. <br /> SOILS. As would be expected poor soil conditions because of flooding are <br /> found to generally coincide with the floodplains identified. The only <br /> other significant patterns of poor soil conditions exist in the north- <br /> central area and on scattered sites in the south-central part of the Town- <br /> ship where theneiF some limitation due to heavy clay content and shallow <br /> depth to bedrock. <br /> PLANNING FRAMEWORK AND APPLICATION <br /> Organizing Concepts <br /> The following Township policy statements represent the organizing concepts <br /> around which the Land Use Plan for Cheeks Township has been constructed: <br /> 1) The small, unincorporated community of Efland is appropriate for <br /> medium intensity residential and commercial development. <br /> 2) The community of Efland is suitable for urban-type services, <br /> including the extension of water and sewer lines. <br /> 3) The moderately sized TOwn of Mebane is capable of providing urban- <br /> type services, when appropriate, to adjacent areas likely to <br /> become urban in the plan period. <br /> 4) Medium and higher intensity commercial and industrial development <br /> is appropriate in the areas within and immediately adjacent to <br /> Mebane's planning jurisdiction that are currently served by water <br /> or sewer lines. <br />
