Natural Environmental Constraints <br /> Cedar Grove contains the following natural environmental constraints to <br /> development activity: floodplains, water supply watersheds, steep slopes <br /> and poor soil conditions. <br /> FLOODPLATINS. The major flooding hazard in Cedar Grove Township exists <br /> along the Eno River, the South Fork of the Little River and Forest Creek. <br /> The areas that would be subject to flooding in a storm which would occur <br /> on an average once every 100 years is not extensive. It is generally <br /> confined to a band along these streams rarely exceeding 1000 feet. <br /> WATER SUPPLY WATERSHED. The Eno River, which has its headwaters in Cedar <br /> Grove Township, is the source of the water supply for the Town of Hills- <br /> borough and for the Orange-Alamance Water Systems Incorporated, a non- <br /> profit association which supplies:water along the U.S. 70 corridor west <br /> of Hillsborough including the Efland community and areas in Alamance <br /> County around the Town of Mebane. These two water supplies draw water <br /> directly from the Eno, Lake Orange, a water supply reservoir, is sited <br /> on the east branch of the Eno River in Cedar Grove Township. The County <br /> owns the water rights from this impoundment. Lake Orange is a secondary <br /> reservoir from which water can be released during dry spells to increase <br /> the flow in the Eno for the two downstream users. The watershed area in <br /> Cedar Grove Township should be protected from types and intensities of <br /> development which could reduce the water quality in the Eno River. <br /> STEEP SLOPES. Cedar Grove Township is in the headwaters of three major <br /> drainage basins, the Neuse Basin, the Roanoke Basin and the Cape Fear <br /> Basin. As a result streams are quite small in Cedar Grove Township and <br /> do not have the power to cut steep valleys. As a result, there are very <br /> few areas with slopes greater than 15% in the Township. <br /> SOILS. Soils of the Applingr-Helena association predominate in northern <br /> and western Cedar Grove Township. They consist of well drained and mode- <br /> rately well drained soils that have a surface layer of sandy loam and a <br /> subsoil of clay or sandy clay. This soil type is nearly ideal for grow- <br /> ing tobacco and accounts for the concentration of tobacco farming activi- <br /> ty in the Township. The clay subsoils of the Appling-Helena association, <br /> however, makes this same area poor for many other land uses, especially <br /> on-site waste disposal systems. In the southern and eastern portions of <br /> Cedar Grove Township deep, well drained soils of the Georgpville-Herndon <br /> soil association predominate. They are some of the better soils to be <br /> found in Orange County and are well suited for most urban uses. <br /> PLANNING FRAMEWORK AND APPLICATION <br /> Or z Conceits <br /> The following Township policy statPmPnts represent the organizing concepts <br /> around which the Land Use Plan for Cedar Grove Township is constructed: <br /> 1) Cedar Grove Township should retain its agricultural and, low <br /> density residential character. <br /> 2) The integrity and character of the small crossroads corammitip <br />
