16.1 Include the provision of adequate public safety protection <br /> standards for residential, commercial and industrial de- <br /> velopment. <br /> 16.2 Include road design standards to ensure adequate emergency <br /> vehicle access in site design standards for residential, <br /> commercial and industrial development. <br /> 16.3 Insure that all state roads in the County receive non- <br /> duplicated names to be posted in signs at intersections and <br /> that all houses are numbered in order to improve the re- <br /> sponse time of emergency vehicles. <br /> GOAL S O OO : A land use planning process which is responsive to the <br /> citizens and communities of Orange County. <br /> 17.1 Undertake a comprehensive effort to inform and involve the <br /> citizens of Orange County in the land use planning process. <br /> The basic components of this process include: regular and <br /> special public hearings; direct citizen input to the Board <br /> of County Commissioners and Planning Board; special citizen <br /> task forces and committees to work on certain problems; and <br /> the Township Advisory Councils to advise the Planning Board <br /> on land use planning matters. It will also include a sys- <br /> tematic effort to inform and notify the general public, <br /> through special news features as well as public meeting <br /> notices in newspapers of local circulation, of significant <br /> planning activities. <br /> 17.2 Develop ant implement a cooperative joint planning process <br /> among the County municipalities and those organizations re- <br /> sponsible for the provision of water and sewer services to <br /> provide for the orderly transition from rural to urban de- <br /> velopment around the municipnlities. <br /> 17.3 Adopt the Orange County Land Use Plan and Map as the long- <br /> range planning framework and guide to development in the <br /> County. <br /> 17.4 Review the Orange County Land Use Plan periodically to <br /> assure that it remains an up-to-date and workable framework <br /> for land use development. <br /> 17.5 Provide an annual status report on the implementation of <br /> the Plan to the Planning Board and the Board of Commissioners <br /> for Orange County. <br /> 17.6 Develop and implement a process for complete review of the <br /> Plan on a two -year basis which will include land use and <br /> demographic data collection and analysis, a progress report <br /> and citizen involvement to evaluate the effectiveness of <br /> the Plan and propose amendments as appropriate. <br /> 103 <br />
