Local government should be involved with the state in <br /> developing guidelines through which block grants can be <br /> distributed in an orderly, effective and least restrictive <br /> manner. <br /> Local Implementation <br /> The Orange County Board of Commissioners will initiate the <br /> following activities in support of these policies: <br /> 1. Survey of local human service programs to determine <br /> existing policies and regulations that inhibit or restrict <br /> local decision making with regard to human service <br /> programs. <br /> 2. Creation of a legislative action committee to lobby for <br /> Orange County's policies with state government and the <br /> North Carolina Legislature. The committee's goals will <br /> include: <br /> a. Contacts with state officials and legislators to <br /> explain Orange County's position and gain support. <br /> b. Active participation with state government groups <br /> that are presently exploring alternatives for the <br /> allocation of federal and state human service funds . . <br /> _ <br /> to the counties. <br /> c. Development of an information package outlining <br /> the County's position and describing its capacity <br /> to accept increased responbibility for human services <br /> decision making. <br /> , , <br /> d. Request assistance from the North Carolina Association <br /> of County Commissioners to help the committee <br /> develop strategies for its lobbying efforts. ' -- <br /> 3.
