Guy has said that "F.Hw.A. will restore <br /> the delayed cash flow" and "this will happen in 30-60 days." Mr. Joe <br /> Sherrill, who is the State Programs Representative for this program, said <br /> today that the funds will, be restored "in the next month or two" and Orange <br /> County would receive its reimbursement. Mr. Sherrill is exploring whether <br /> NCDOT can give us this assurance in writing. <br /> We have appropriated $20,500 for signs in the last two fiscal years, <br /> of which we have spent $1610 in our first purchase order. This leaves <br /> $18,640. The state grant was for $20,300 federal money to match our $8700. <br /> CETA labor was to be used to erect the signs. The Managers Recommended <br /> Budget contains $11,700 to purchase more signs. The following analysis is <br /> based upon Board Commissioner approval of this $11,700. <br /> From these facts, our alternatives seem to be as follows: <br /> 1. The first alternative would be to ask Prison Enterprises to fill <br /> our current purchase order, use the CETA crews this summer to erect signs at <br /> all the 630 intersections, keep our signs as required by state sign standards, <br /> and hope the NCDOT will reimburse the grant funds. The advantages are that <br /> we will be able to erect most or all of our signs this summer with CETA <br /> labor, hopefully obtain the reimbursement, and satisfy citizen demands to <br /> erect signs now. The disadvantages are that w% could still lose the $20,300 <br /> reimbursement, obligate all $11,700 of next years funds to this project and <br /> pay more for each sign blade (because state standards require the inclusion <br /> of the state road number - ie-SR1101). <br /> 2. The second alternative is to wait until the state has recolved the <br /> funding situation, then using what CETA resources are still available, the <br /> County would erect the blades using County resources.
