In general, blOck size shall be the maximum <br /> consistent with use and shape of the site and convenience <br /> and safety of occupants. <br /> 2) Vehicular access to streets shall be limited and controlled <br /> as follows: <br /> a) If the street or portion thereof serves fifty or less dwel- <br /> ling units, vehicular access from off-street parking and <br /> service areas may be directly to the street from the sites <br /> of individual dwelling units. Determination of number of <br /> dwelling units served shall be based on normal routes of <br /> traffic anticipated in the development. <br /> b) Vehicular access to other streets or portions of streets <br /> from off-street parking and service areas shall be so combined, <br /> linlited, located, designed and controlled as to channel traf- <br /> fic from and to such areas conveniently, safely and in a <br /> manner which minimizes marginal traffic friction and promotes <br /> free flow of traffic on streets without excessive interrup- <br /> tion. <br /> 3) Ways for pedestrians and cyclists; Use by emergency or <br /> service vehicles. <br /> Walkways shall form a logical, safe and convenient system <br /> for pedestrian access to all dwelling units, project facil- <br /> ities, and principal off-site pedestrian destinations. Max- <br /> imum walking distance in the open between dwelling units <br /> and parking areas, delivery areas and refuse and garbage <br /> storage areas intended for use of occupants shall not exceed <br /> one hundred feet. <br /> Walkways to be used by substantial numbers of children as <br /> play areas or routes to school or other destinations shall <br /> be so located and safe-guarded as to minimize contacts with <br /> normal automotive traffic. If substantial bicycle traffic <br /> is anticipated, bicycle paths shall be coordinated with the <br /> walkway system.
