Staff recommends that American Stone Company be granted a <br /> special use permit for their stone quarrying operation located on <br /> Highway 54 in Bingham Township contingent on the following stipula <br /> 1. The site plan submitted with this special use permit <br /> application be revised to show; <br /> a, all flowing streams on the site <br /> b. the 18 acre tract owned by American Stone Co. <br /> c. The 100 acre tract leased by American Stone Co. <br /> d. future channelization of Phil's Creek <br /> e. any roads on the site <br /> f. location of two settling ponds. <br /> g. a 50 foot seperation of the future pit from <br /> Phil's Creek. <br /> 2. The text of the application and site plan be revised to ir, <br /> a. the general hydrology of the site including; <br /> 1. areas of watershed and volumes of water drainin <br /> to the site; <br /> 2. the hydrology of pumping operations from the pi <br /> stone washing operations, capacity of settling <br /> ponds to retain water and all areas draining to <br /> Phil's Creek. <br /> b. a phasing plan for future operations including expel <br /> of present pit, sequencing of everburden and stockpj <br /> and any expansion of the physical plant, and the nuA <br /> crushers and approvimate location of them. <br /> ■, <br /> 3. The applicant agrees to: <br /> a. stabilize the streambed and banks of the channelized <br /> portions of Phil's Creek and the areas around the <br /> settling ponds <br /> b. close the temporary road shown on the plan leading t <br /> 1104 <br /> c. agree not to use right-of-way easement to 1103 for <br /> site accrss <br /> d. continually operate a water wagon to keep dust <br /> leaving the site to a minimum <br /> e. stockpiles and overburden piles be at least 200 feet <br /> from streams on the site. <br /> f. the stabilization of the overburden piles will be <br /> determined and inspected by the Orange County Sedimer <br /> and Erosion Control Dept. The overburden stabilizati <br /> can be accomplished through a 'rotation method' . Pax <br /> of the overburden area can be stabilized with sericea <br /> lespedeza while stockpiling otharplaces simultaneous' <br /> in designated areas within the overburden area. <br />
