There is no zone in which a water treatment plait (or waste <br /> treatment plant) can be constructed without a special use p <br /> mit, not even in a commercial, industrial.or agricultural z <br /> 2. Water and wastewater plants are installed as a public neces <br /> and yet are the only operations in the zoning ordinance, ex <br /> ing mining and airports, that are not allowed in any zone e <br /> by special use permit. It is unclear if this provision app <br /> to facilities of community water systems and small package <br /> merit plants or on-site waste disposal systems. <br /> 4 <br /> 3. The proposed ordinance is unclear as to the extent of appli <br /> ty on other water and sewer operations such as pumping stat <br /> lift stations, operation facilities, warehousing facilities <br /> similar necessary basic components of the utility system. <br /> 4.
