751 <br /> Assuming the Commissioners unfreeze Donna's position , the Director <br /> will seek to hire Susan Ray in this position. Susan has been a temporary, <br /> no benefits, provided, employee with the department since August of 1980, <br /> filling in for various People on maternity leave. Since March 1 , 1981 , <br /> Susan has been the temporary accounts clerk in Hillsborough, filling in <br /> for Colleena Clark who is on maternity leave. Susan is trained and could <br /> immediately accomplish Donna's job. Assuming this hiring is approved, <br /> the problem of the accounts clerk vacancy would immediately shift to - <br /> Hillsborough. <br /> 2. The Director categorically states that he does not have the staffing <br /> capacity to accomplish the accounts clerk duties in Hillsborough without <br /> hiring someone. The Hillsborough accounts clerk position involves, thi. <br /> coming year, collecting fees (estimated) at the annualized rate of $36, :;-1 <br /> handles the numerous 3rd party forms and collection procedures. This in. <br /> a temporary opening as the incumbent is on maternity leave and is <br /> scheduled to return on August 31 , 1981 . Therefore, we appeal freezing of <br /> this position. <br /> It may be somewhat difficult to hire a temporary person. Even under the <br /> best possible timing there will be lag time before the new person takes <br /> over in Hillsborough. Secondly, this is a complex job and it will take <br /> some time to train the temporary person.
