May 4 Commissioners Meeting It will be necessary to write this memo in some detail to explain the complex problem(s) and simultaneouSly communicate with various people. Approaching 5:00 PM, Monday, 4/27 , the Director confirmed that the _ Finance Director, Kathy Battern, had hired the Health Department Accoun _ Clerk in Carrboro, Donna Clayton. Donna is paid at grade 56 by the i ... .. :. Health Department. She will be paid at grade 61 , $2,200 more, to be the payroll clerk. The Director is pleased to see Donna get such an advancemen Donna's last day with the Health Department will be May 8. The Director was aware that to get on the Commissioner's May 4 agenda i to appeal this soon-to-be frozen position, he had to turn in an appeal the next day (4/28) . Therefore, the evening of 4/27 the Director talked to Ann Woodward , and the morning of 4/28 to Evelyn Lloyd. Acting on behalf i of the full board , Ann and Evelyn have authorized this as an official $ Board appeal. 1 . We are still attempting to fill the two vacant unfrozen clerical positions. The Director categorically states that he does not have capacity to accomplish the account clerk duties without hiring someone. ; i Donna's position involves collecting .fees (estimated) on an annualized 1 1 rate of $40,500, ;Jandies the numerous 3rd party forms and collection procedure .
