The proposed Agreement was revised to more clearly delineate the <br /> role of DUASA in the Joint Planning process. The revisions consisted pri- <br /> marily of the addition of a paragraph regarding the statutory authority of <br /> OWASA which delimits participation in land use planning and the statutory <br /> responsibilities of OWASA which restrain abridgment and delegation of author- <br /> ity and responsibilities vested in OWASA by law. It is the opinion of the <br /> OWASA Board and OWASA counsel that the clarification will promote the de- <br /> veloocent of a Joint Planning process that accomplishes the multiple purposes <br /> and objectives of the participating entities. <br /> The OWASA Board in giving tentative approval to the revised agreement, <br /> copy attached noted "Rev. 3/3/81," instructed that the Joint Planning Com- <br /> mittee and the respective governing bodies be advised that OWASA is very sup- <br /> portive of Joint Planning and commits to participate cooperatively with Orange <br /> County, Town of Chapel Hill and Town of Carrboro in the development and imple- <br /> mentation of aworkable and appropriate Joint Planning activity. <br /> Everett Billingsley <br /> Executive Director <br /> jg <br /> Enc. <br /> cc: Mrs. Anne Barnes <br /> Mayor Robert Drakeford <br /> Mayor Joseph Nassif <br /> Dr. David H.
