The PIN Terminal located in our Communications <br /> Center has been licensed to the Chapel Hill Police Department and presumed <br /> to be under its control, This arrangement has not been satisfactory with <br /> the State and since the department's move is now unacceptable to them. An <br /> t in which a PIN Board composed of the Chiefs of Police of the <br /> urrangemen <br /> Towns in the County and the County Sheriff would exercise direct control of <br /> the PIN Terminal , such as outlined herein would be acceptable to the State. <br /> If the Board of Commissioners will approve this agreement the State <br /> will allow continued use of a PIN Terminal at the Center. If this agreement <br /> is not approved, or the Center's employees placed under the direct control <br /> of a law enforcement officer (in that case the County Sheriff) they will <br /> terminate the PIN Terminal at our Communications Center, If this is done <br /> the Communications Center will lose most of its usefulness to law enforcement. <br /> Currently, about 90% of the Center's activities are law enforcement <br /> oriented. <br /> | ' <br /> i — <br />
