71 b. <br /> 2 <br /> PROGRAM DESCRIFTION <br /> The Veterans Service Officer isresponsible for assisting veterans and their <br /> dependents in obtaining maximum benefits from federally funded programs. Approximately <br /> 545 of staff time is spent interviewing clients and personnel in related agencies. <br /> Clients are informed of the availability of benefits and are assisted in making • <br /> valid applications. Consultation and assistance is available for: compensation for <br /> disability or disease contracted in armed forces; disability pensions; GI loans; <br /> educational training; retirement benefits; state and federal scholarships for children <br /> of veterans; death compensation or pension for survivors of veterans and, commitments <br /> to Veterans Administration or State Hospitals. <br /> About 465 of the time is spent typing letters, claims, reports, and filing <br /> miscellaneous documents. The office insures that recertification of elgibility'for <br /> pensions if completed each year. <br /> The state contributes $1,000.00 each year to the budget and provides all of <br /> the required forms. The county provides funds for personnel and office space. <br /> The office continues to increase its claims each year due to the age of war- <br /> time veterans. On January 1, 1979, Congress enacted public law 95-588. The addi- <br /> tion of this law created three different pension programs which are administered <br /> by by three different laws. <br /> OBJECTIVES ' <br /> 1. To reach and assist over a two year period, at least 10-15% of those elgibre, <br /> veterans and dependents not presently served by the county office. <br /> 2. To update the present file of veterans listed in the county office. <br /> 3. To develop and maintain a. listing of those resident veterans and depende,nts <br /> not presently served by the county office. <br /> 4. To develop a greater public awareness of the Veterans Service Office throu1 <br /> the use of public service announcements in the radio, television and, news- <br /> paper media. <br /> STATISTICAL ANALISIS' <br /> As of March 31, 1977, North Carolina's veteran population was 619,000. This <br /> population includes veterans from the Vietnam era, Korean Conflict, World War II, and <br /> World War T. Of these 619,000, Orange County has 'a population of 6,980. The Orange <br /> County Veterans Office saw approximately 1300 of these veterans per year from 1977 <br /> to 1979. At 1300 encounters per year, there is an average of 110 encounters per <br /> month. The highest number of encounters for any month was 168. <br /> In contrast, Durham County whose Veteran population is more than twice that <br /> of Orange County at 15,630, saw an average of 4000 veterans per year and averaged <br /> 330 per month. <br />
