:10 <br /> 1 <br /> INTRODUCTION <br /> The Veterans Service (Affairs) Office system in North Carolina and throughout <br /> the United States consist of a three-tier hierarchy. The three levels in North <br /> Carolina consist of one state office located in Winston-Salem, fifteen district <br /> offices strategically located throughout the state, and county offices for those . <br /> counties that wish to maintain one <br /> The Orange County Veterans Office is located in the Sixth District of the <br /> State along with Caswell, Vance, Granville, Durham, Chatham, and Lee counties. The <br /> District office for these counties is located in Durham. <br /> Through the aforementioned three-tiered hierarchy, information is distributed <br /> both up and down through the system. With Winston-Salem as a federal office, all <br /> federal directive, regulations, and information concerning the State Office is <br /> distributed from this office. From this office information is disseminated to the <br /> District offices, who in turn relay the information to each county office in its <br /> respective district. When information is to be sent from the'county office to the <br /> state office, it must pass through the district office. In essence, the district <br /> office serves as an information clearinghouse between the state and county offices; <br /> however, the main objective of the district office is to assist and, advise the <br /> various county offices in the completion of each of the county offices' duties. <br /> In the recent past, the Orange County Veterans Service Office has become in- <br /> operable. The activities of this office have been carried out via the Veterans <br /> Service District Office located in Durham. With a representative of this office, <br /> traveling to Orange County one day per week, the needs of the Orange County veterans <br /> have been addressed. If any assistance is requested of the District Office before <br /> or after this one day per week, it is the obligation of the veteran to travel to <br /> Durham for further assistance. <br /> The purpose of this paper is to present to the Orange County Commissioners <br /> and others that are concerned, facts pertaining to the operations of the Orange <br /> County Office. Hopefully, this assessment will assist in determining if there is <br /> indeed a need fot the continuance of this county office at the present level or at <br /> an expanded level. Some probable action alternatives are also presented in the <br /> hope of meeting the needs of all involved with the rendering and receipt of this <br /> service. <br />
