If counties are required to maintain effort, shouldn't the State maintain its effort as well , or re- move the M.O.E. and minimum service level requirements so that we might re-shape our program according to County-determined priorities? 4) No inflation increase in Title XX funding will result in an approximate $35,460 increase in County funds in one year alone just to maintain the current level of these services. Inflation is a fact--ignoring it at the Federal and State level doesn't make it go away at the County level where the services are provided. The required increase for this County in these four items alone totals $84,987. Although the County ultimately bears the responsibility for delivering social services to the people, it is unreasonable and unrealistic to expect Orange County citizens to pick up with local revenue the reductions and shifts which occur at Federal and State levels. I take this opportunity to-interject-a personal word of concern fbr-t415te Americans to whom the good life is still only a dream, and whose lives will be dir- ectly affected by these decisions in the most basic ways .
