Eminent Domain <br /> 7 G.S. 160A-248 (c) is amended by adding immediately afte <br /> 8 the words 'third appraiser' the words 'within fifteen days <br /> 9 after the city has mailed a written notice to both the owneJ <br /> 10 appraiser and the city's appraiser informing them of the nar <br /> 11 of each other /and requesting them to appoint a third apprai: <br /> 12 in accordancelwith this section' , and is further amended by <br /> 18 adding at the lend of the section the words 'The clerk must <br /> W make the appointment within fifteen days after application <br /> 15 is made' . " <br /> 16 Sec. 4. G. S. 160A-486 is amended by labeling the <br /> 17 present section as Subsection (a) and adding thereto a new <br /> 18 Subsection (b), to read as follows: <br /> 19 W4never a city council reasonably believes that <br /> 20 the Federal Decennial Census has seriously undercounted the <br /> 21 city's actualipopulation, it may request the State Budget <br /> 22 <br /> Officer to conduct a 100% municipal census as provided in thi <br /> 23 <br /> subsection, and the State Budget Officer shall thereafter <br /> 24 use the census figures derived from this census, rather than <br /> 25 <br /> the Federal Decennial Census figures, to determine the city' s <br /> 26 <br /> population for all purposes for which, under general law, <br /> 27 <br /> the budget officer is required to make such a determination. <br /> 28 <br /> (1) For Epurosos rif Fh4m <br />
