I have no
BONNERD.SAtWER comment on the bulk of this legislative package
-except to say that most of it does not directly
impact Orange County government. In Article II,
Section 6, the town of Chapel Hill has requested
authorization to require by ordinance the
inclusion of sprinklers in all buildings in excess
of fifty feet in height constructed within the
corporate limits of the town of Chapel Hill, The
need for such authority in Orange County may be
addressed by planning . We all know the
consequences of major fires in tall structures
without sprinkler systems.
Article V of this omnibus bill relates
to Orange County and as presented by
Representative Hunt contains only one substantive
provision. The provision, Section 16, is an act
which would permit the County by ordinance to
require most multifamily dwelling unit owners to
furnish to the tax supervisor the name and address
of every person occupying the dwelling units on
January 1 of each year . I don' t know whether
Orange County would ever adopt such an ordinance.
This information can be obtained by the tax
supervisor through the tax listing documents and
if necessary by the use of subpoena power .
However, the law itself is benign in that it
requires a County ordinance before it is
implemented.
I have also encio,,e(1 with this letter
proposed additions to Senate Bill 229. New
Section 17 authorizes the Board to require the
reservation of residential housing units for low
and moderate income families in developments in
