transportation facilities, utility systems, facilities and <br /> services and other facilities (such as schools , parks , <br /> playgrounds) ; <br /> (5) bonds, dedications, guarantees, agreements, <br /> deed restrictions and other documents necessary to insure <br /> completion of proposed development according to approved time <br /> schedules and plans and to insure continuing operation and <br /> maintenance of such areas, facilities and services as are not <br /> to be provided, operated or maintained at general public <br /> expense; and such dedications, contributions, or guarantees <br /> as are required for provision of needed public facilities and <br /> services; <br /> ( 6 ) procedures for the administration of <br /> applications for planned development district zoning or <br /> special use district zoning and procedures for rezoning from <br /> planned development or special use district in the event <br /> development plans are not implemented or not implemented <br /> within approved time constraints. <br /> Specific requirements may include: <br /> (1) the Board of County Commissioners may, as part <br /> of the Orange County Zoning Ordinance, Subdivision <br /> Regulations or Planning Code, provide for the reservation of <br /> reidential housing units in number proportionate to the <br /> housing needs in Orange County for low and moderate income <br /> families and include provisions for the purchase of units or <br /> rent payments subsidized by private or public funds; <br /> (2) authorization and standards for permitted and <br /> -4- <br />
