72 ' <br /> )f}',)) <br /> The Flood Insurance Study of Orange County was not a compete survey of all <br /> flood-prone streams in the County. The study included only the larger streams- <br /> generally those with drainage areas larger than one square mile. Streams <br /> in smaller drainage areas are subject to flooding but were not studied. Avail- <br /> able money and man-power was used to study the major streams which have <br /> the greatest potential for larger and potentially more damaging floods. <br /> The Planning Board has recommended application of Flooding regulations <br /> to streams not included in the Federal Flood Study. <br /> The County subdivision ordinance does have language providing for storm <br /> water management. The Planning Department has for sometime required <br /> delineation of flood-prone areas on newly created lots as a "drainage <br /> easement. It has done so under the authority given in section V-5 of <br /> the subdivision regulations. The extent of flooding is determined by <br /> field evidence and from the County soil survey. No structures are permitted <br /> in these flood-prone areas. <br /> The Board should speak to three policy questions related to flood hazard <br /> areas: <br /> (1) Does the Board wish to treat the floodway fringe like the <br /> floodway for regulatory purposes? <br /> (2) Does the Board wish to extend coverage of the Flood Ordinance <br /> to all perennial streams in the County? <br /> (3) Does the Board wish to continue to regulate flooding in newly <br /> created subdivisions on streams that were not part of the Flood <br /> Insurance Study? <br /> If the Board wishes to extend coverage of the ordinance and/or regulate <br /> the floodway fringe as the floodway, Planning Staff will come back to the <br /> Board with specific language and proposals in the near future. <br />
