Part-tine Clerk ($4,410 - $6234) <br /> Based an the past and expected workload of the Veterans office, we deem <br /> it justifiable to hire a part-time clerk to carry out most of the duties <br /> of this Office. This person could newly hired or be a member of the <br /> present staff. (At this time, according to the Orange County Personnel <br /> Office there is no extra staff that could devote part-time to the Veterans <br /> Office). This p/t clerk would assist the District Officer from Durham <br /> :•,wholit:,,Presently managing the affairs of the office. <br /> 5.. Alternate Agency <br /> Due to the similarities in the veteran population with clients of other <br /> county agencies, we feel it is also possible that the Veterans' affairs <br /> could be channeled into or couPled.with a similar agency in the county. <br /> One possible agency would be the Council on Aging. This, however, is only <br /> one of the possible agencies that might be compatible. <br /> RECOWENDA.T.IONS <br /> The services of a full-time clerk and a full- or part-time officer are warra, <br /> in Orange County based on the statistical comparison of the volume of officer-cliE <br /> encounters- The most economical and yet functional office could be staffed with <br /> a part-time officer and a part-time clerk. This p/t clerk would provide assistanc.: <br /> to potential claimants and other interested parties with veteran benefit informatic„::: <br /> Due to the high level of veteran benefits coming into the county and the unt : <br /> benefits of non-claimant (yet possibly elgible) veterans, it would not be econom!. ..;ly <br /> or socially justifiable for the county to completely shut down operations in Ora <br /> county. For this reason we recommend that this office reman open and be staffed <br /> at least with a pit officer and a pit clerk.
