Part-tine Clerk ($4,410 - $6234) Based an the past and expected workload of the Veterans office, we deem it justifiable to hire a part-time clerk to carry out most of the duties of this Office. This person could newly hired or be a member of the present staff. (At this time, according to the Orange County Personnel Office there is no extra staff that could devote part-time to the Veterans Office). This p/t clerk would assist the District Officer from Durham :•,wholit:,,Presently managing the affairs of the office. 5.. Alternate Agency Due to the similarities in the veteran population with clients of other county agencies, we feel it is also possible that the Veterans' affairs could be channeled into or couPled.with a similar agency in the county. One possible agency would be the Council on Aging. This, however, is only one of the possible agencies that might be compatible. RECOWENDA.T.IONS The services of a full-time clerk and a full- or part-time officer are warra, in Orange County based on the statistical comparison of the volume of officer-cliE encounters- The most economical and yet functional office could be staffed with a part-time officer and a part-time clerk. This p/t clerk would provide assistanc.: to potential claimants and other interested parties with veteran benefit informatic„::: Due to the high level of veteran benefits coming into the county and the unt : benefits of non-claimant (yet possibly elgible) veterans, it would not be econom!. ..;ly or socially justifiable for the county to completely shut down operations in Ora county. For this reason we recommend that this office reman open and be staffed at least with a pit officer and a pit clerk. The salary range would be around $10,-3-,i0 for the tWo positions and would probably be most beneficial to the county. 1 A
