ri <br /> 3 <br /> In 1977, the veterans in Orange county brought in more than $4 million in <br /> compenstions. These compensations were in the form of retirement benefits, health <br /> care reimbursements, education and disablity payments (see Chart 3). In reviewing <br /> the data collected on the three periods of war, the following conclusions were <br /> derived: <br /> 1. Veterans of the Korean Conflict, World War II, and World War I are at or <br /> closely approaching the age where their health is deteriorating at a faster rate <br /> and more health problems ate emerging. <br /> 2. Because they are getting older and are generally less educated, based o n <br /> available deMographic information they will need more assistance in seeking <br /> out available veteran benefits, and completing necessary forms. <br /> 3. Because Orange County does not have a full-time Veterans Veterans Officer <br /> and no regular office hours, like its counterparts within the region, it <br /> is perhaps not reaping the maximum benefits from resident veterans in the <br /> form of expendable income from elgible but unfiled claims. <br /> PROPOSALS <br /> In order for the Veterans Service Office (Orange County) to become fullg <br /> operable, two possible positions are needed. It is possible.that one or both of <br /> these positions may be utilized effectively in the absence of the other. Those <br /> two positions are the Veteran Officer and a Clerk/Typist III. The salary range <br /> for these two positions are as follows; Veterans Service Officer, $11,940 - $17,028 <br /> and Clerk/Typist III, $88Z0-$12,468. <br /> Following are some feasible alternatives based on information available. <br /> 1. Full-time Officer and Full-time Clerk ($20,760) <br /> Durham County has one full-time officer and one full-time clerk. These <br /> positions are responsible for services to a veteran population of 15,630 <br /> (1977) and average requests for service of 340-375 encounters per month. <br /> 2 Orange County's Veteran population is 6,980 (1977) with average requests <br /> being 154 per month. Based on this comparison, a full-time officer and <br /> full-time clerk appear to be unwarranted. <br /> 2. Full-time Clerk Ot2 468) <br /> Based on the veteran population of the county, number of requests for service, <br /> the income of veterans benefits in 1977 ($4.4 million) into the county, <br /> the services of a full-time clerk could be justified. The administrative <br /> and supervisory functions could be handled by the district office. <br /> 3. Full-tine Officer and Part-time Clerk ($16 350) <br /> Based on the aforementioned figures, the services of a full-time officer <br /> with a part-time clerk could be justified. It is also a possibility that <br /> _ . the services of the p/t clerk could be secured from the existing secretarial <br /> pool in the county office. <br />
