Give <br /> the County Land Use Plan's concentration on activity nodes as a desired approach.to <br /> locating commercial uses throughout the county, six activity nodes have been designated <br /> for Hillsborough and its transition areas: four existing urban nodes and two commercial <br /> activity nodes. Theissue iA whether these nodes both in location and number, represent <br /> a suitable level of Commercial activity in Hillsborough. By means of the joint,planning <br /> mechanism, the town and the county could formally approach this question and explore <br /> „,- <br /> appropriate policy responses..- • _ <br /> Although certain activity nodes will serve primarily local needs, some consideration shou: <br /> be given both to the relationship of the level of commercial activity in Hillsborough in <br /> generale toethe-,Countyewideelevel.andetheerele...of certain,activityenodes aseserving- PoPula <br /> beyond the immediate locality. The Daniel Boone, Hillsborough north and. H3-4 nodes in <br /> particular contain commercial uses which attract users from the rural townships north of <br /> Hillsborough as well as users traveling the I-85 and U.S. '70 corridor. Joint planning on <br /> provide for a corrdinated approach to the development of these activity nodes and to the <br /> associated impacts generated by these activities. <br /> Hillsborough currently has an industrial park located at the Brady/Orange Raceway site <br /> with eeeansion potential. Although the industrial park is within the transition area it <br /> is also within the area of the HB-4 activity node. It appears to be appropriate to en- <br /> courage the further industrial development of this site, and lands contiguous to this it <br /> E. MOBILE HOMES <br /> Currently in orange County mobile homes are treated as single family residential units <br /> without locational discrimination.. Hillsborough permits mobile homes in A-10 <br /> Residential Districts along with moderate density apartments where public utilities exist <br /> in the mobile home park district. This difference between county and town in the treat- <br /> ment of mobile homes and mobile home parks could be considered through the joint planning <br /> framework. The key question is the appropriateness of mobile homes and mobile home parks <br /> in the transition areas. <br /> F. WATER QUALITY/SUPPLY <br /> The Orange County Water Resources Task Force has examined the water demand/supply situati <br /> for central and northern Orange County. The Task Force's report indicates a potential <br /> • shortage of water for the town of Hillsborough by 1983, based on the safe yeild of Lake <br /> Ben Johnson. The county controls the water rights of Lake Orange which is upstream from <br /> the present Hillsborough supply. An arrangement between the county and the town would <br /> • constitute a mechanitm for further investigation of Hillsborough's future growth patterns <br /> and water needs and contribute to the formulation of the county's policy on the future <br /> • allocation of water from Lake Orange. <br /> • <br /> A potential future water supply source for central Orange County is the Seven Mile Creek <br /> site in Cheeks townnhip. After Cane Creek, this site is one of the largest potential. <br /> reservoir, sites remaining in Orange County. If developed it could serve as a potential <br /> uppiy source which would meet the town's water needs well beyond the year 2000. The <br /> Water ReSOUrCeS Teel: Force has identified Seven Mile Creek reservoir an a prime site and <br /> has recoemended that this site as well as several others be included in the plane for <br /> meeting future water demand. <br /> A significant portion of the area along 1-85 in Cheeks township drains into seven Mile Ci <br /> As this in an area with high potential for industrial development there is a possibility <br /> of water quality degradation in Corporation Lake and Lake Den Johnson and Seven Mile Crei <br />
