Given this unique position in the county, Hillsborough's potential <br /> . residential and economic growth is not adequately considered in the growth goals <br /> and policies for Orange County in the Land Use Plan. Hillsborough's location along most <br /> of the major transportation corridors in the county, further contributes to the need for <br /> .. specific growth oriented policies recognizing Hillsborough's role in the county. A joint <br /> -planning arrangement between Hillsborough and Orange County would serve to address this <br /> , . issue and significantly cohtribute to the :guidance of development in the county. <br /> . , . <br /> . In recognition of Hillsborough's groWth potential consideration should be given to the <br /> appropriate location and extent of future urban development.. At present the county <br /> Land Use Plan designates transition areas which are likely to reach urban densities and <br /> receive urban services within the next ten to twenty years, twice the area required <br /> according to the calculated space needs for Hillsborough township. Except for a few <br /> subdivisions to the south and east of Hillsborough, the ten year transition mrda <br /> corresponds with the edge of the town's extraterritorial jurisdiction Joint planning <br /> : I would provide the opportunity for investigating the feasibility, desireability and imoac <br /> of directing development into the transition areas.. If the transition area is appropria <br /> in light of both county and.town development interests it could provide a sufficient are <br /> for grcmth expansion by the town and yet provide disincentiVe5-! to undesireable expensi <br /> into other areas of the township and the county. <br /> B. WiWZR/SEWER SERVICES <br /> The existence of water and sewer lines within parts of Hillsborough's extraterritorial <br /> jurisdiction provides an opportunity to discuss and implement development policies withi <br /> the transition areas, potentially maximizing past, current and future capital improvemet <br />
