The County Sub- <br /> division Ordinance did not go int0.effect in five townships, until <br /> 1978. This leaves a period of several years where roads could be <br /> dedicated as public but not maintained or owned by anyone. There are <br /> about 200 such non state maintained roads. <br /> The subdivision ordinance makes reference to only two types of <br /> roads, either a state maintained road or a private road with a right <br /> of way maintenance agreement. The 200 non state maintained roads are <br /> not address sf: The staff feels that there are several policy choices <br /> that can be made to handle further subdivisions on these 200 public <br /> non state maintained roads, <br /> The policies are: <br /> 1. Treat the roads as existing and require no additional <br /> improvements or agreements. <br /> 2. Require that the road be upgraded to State Department <br /> of Transportation standards from the existing State road <br /> through the far edge of the proposed subdivision. <br /> 3. Require that the road be upgraded to the appropriate <br /> private road standards from the state road through <br /> the proposed subdivision and a road maintenance right of <br /> way agreement be approved. <br /> 4. Require that the road be upgraded to the appropriate <br /> private road standards only across the frontage of the <br /> proposed subdivision The applicable private road would <br /> be determined by the number of lots that are using the <br /> road or the road constitutes the lots only access. <br /> The Planning Staff recommends that the 200 non state maintained <br /> public roads be treated as existing roads and the roads be upgraded to <br /> the appropriate private road standards across the entire frontage of <br /> the property being subdivided.
