Chapel Hill has a regulation defining as a <br /> nuisance any dog or other animal which by frequent <br /> or habitual howling, yelping, barking or the <br /> making of other- noises shall disturb the <br /> neighborhood. The Chapel Hill ordinance permits <br /> such an animal to be impounded. I don' t know <br /> Chapel Hill' s track record in cases involving <br /> habitual howling, yelping or barking animals. By <br /> carbon copy of this letter I would like to request <br /> the County Manager to investigate this and advise. <br /> Upon advice from the Board I can prepare <br /> amendments to our ' Animal Control Ordinance <br /> necessary to address the concerns of the Heritage <br /> Hills residents.
