After <br /> much investigation and discussion, however, the Executive Board of the Heritage <br /> Hills Community Association believes that there is now a consensus in the common; <br /> that there should be efficient and effective legal recourse to persons harassed <br /> by neighborhood dogs. <br /> We would like to request that the Orange County Commissioners draft and enact a <br /> dog control ordinance that would address four major problems, (1) dogs that <br /> habitually chase cars, cyclists, pedestrians, joggers, etc., (2) dogs that bark. <br /> xepetedly and continuously at night without provocation; (3) dogs that overturn <br /> garbage cans; and (4) dogs that bite without provocation. <br /> We are not asking for a "leash law," Many residents chose to live here because <br /> the County did not require such stringent controls on dogs. However, we feel <br /> that residents who choose to own dogs should be required to see that their dogs <br /> are not a nuisance or a threat to other residents and their pets. We feel that <br /> most of the residents will be satisfied with a dog control ordinance that does <br /> not include a leash law as long as unrestrained dogs which are identifiable <br /> nuisances can be dealt with. <br /> Thank you. <br /> Sincerely yours, <br /> Nancy M.
