MEMORANDUM <br /> To: Orange County Commissioners and Orange County Planning Board <br /> From: The Chapel Hill Planning Board <br /> Subject: Sedgefield Subdivision - Request for Preliminary Sketch Approval <br /> Date: March 4, 1981 <br /> REQUEST: A request for preliminary sketch approval for 53 residential <br /> lotsTcated between Whitfield Road and Weaver Dairy Road. <br /> PLAN EVALUATION: Review of the subject preliminary sketch included <br /> EbIlsideration of the following: <br /> 1. Access. The Chapel Hill Planning Board and Staff believe that access <br /> via tfe two street connections to Whitfield Rd. is sufficient for the <br /> entire Sedgefield Subdivision. The proposed connections to NC 86 <br /> via Sedgewood Road and to Weaver Dairy Road via Brentwood Road <br /> are believed to be unnecessary and are in violation of the Town's <br /> Comprehensive Plan which discourages cross-connecting streets <br /> (i.e. residential streets joining two major thoroughfare street's) <br /> as discussed on page 8 of the Chapel Hill Land Use Plan Report. <br /> Cross-connecting streets generally become a short-cut for intra-- <br /> city traffic creating traffic hazards within the affected resi- <br /> dential area. The Town continues to experience a number of <br /> problems caused by the creation in the past of cross-connecting <br /> streets within residential areas. In order to preclude this problem <br /> it is recommended that Brentwood Road be made a cul-de-sac street <br /> and that Sedgewood Court be connected with Fairfield Court to form <br /> a loop in lieu of extending Sedgdwood Road to NC 86. (Please refer <br /> to attached map showing Planning Board Recommendation.) <br /> 2, 1-40 Alignment. In order to inform potential purchasers of lots <br /> of the proposed construction of 1-40, it is recommended that the <br /> proposed interstate alignment be shown on the final plat with the <br /> words "Proposed Alignment of Interstate 40", <br /> 3, Sewer Service. Part of the proposed subdivision is located within <br /> the watershed of Eastwood Lake. Eastwood Lake is classified as <br /> Class B water. It is recommended, therefore, that all lots within <br /> the Eastwood Lake watershed and all lots which can be served by <br /> gravity sewer be serviced by the OWASA sewer system. It is further <br /> ..:ecommended that sewer easements for future use be dedicated within <br /> the area to be served by septic tanks. <br /> 4. Water Service. It is recommended that water service be by <br /> connection to the OWASA water system. If a private system must <br /> be used it is recommended that the private system be constructed <br /> • <br /> • to OWASA standards to make it easier to add the area onto the <br /> OWASA water system in the future, <br /> • <br /> • <br />
