That prior to paving streets, utility lines and laterals shall be installed- <br /> and stubbed-out to each lot. A letter from the owner or owners represent- <br /> ative <br /> shall be presented to the Orange County Zoning Officer prior to <br /> paving any street certifying that all, utilities are in place. <br /> _16. That access to lot 77 shall be by Brentwood Road only. A minimum one <br /> - <br /> wide ship of permanent open space shall be dedicated along the entire:; <br /> frontage of the subdivision with Weaver Dairy Road, except on the ROW <br /> mentioned in *2 above. <br /> 17.
