• <br /> AGENDA ATTACHMENT 7 <br /> MANAGERS REPORT <br /> March 2, 1981 <br /> CIVIL PREPAREDNESS <br /> . , <br /> Since the January power outage the staff has developed plans for upgrading <br /> the County's emergency services. I believe we have developed a proposal that <br /> will lead in a relatively short time to a system of developed plans sufficiently <br /> comprehensive to respond to most energencies the County might be called upon to <br /> deal with. <br /> Actions To Be Taken Reasonably Soon <br /> A) Acquire the two offices in the police building in Chapel Hill, (currently <br /> used by the police chief). These offices are across the hail from the <br /> Communications Center. One of these offices would be used for Emergency <br /> Services and Emergehcy Management persons. The other would be used by <br /> the Emergency Medical Services Coordinator. This would place <br /> _Communications, Emergency Medicai Services, Emergency Management <br /> (the old name for Civil Preparedness) and the director of these <br /> departments all in one place. <br /> B) Hire a temporary part-time employee to start developing emergency <br /> operation plans and accumulating resource data necessary for their <br /> support. A person competent to perform and experienced in this area <br /> has been located. <br /> C) Designate the Emergency Services Department Head (Bobby Baker) as <br /> Emergency Management Coordinator. This is a state title required <br /> before state or federal emergency preparedness officials will negotiate <br /> in times of emergencies. <br /> D) Continue the present Emergency Management Coordinator as deputy <br /> coordinator who would be in charge of field operations in times <br /> of an emergency. <br /> If there is no charge for rent on the offices to be acquired this effort <br /> can be funded between now and July 1st for about $2,500' <br />
