d. Emergency Medical Technician - A person <br /> certified as an emergency medical technician by the office of <br /> emergency medical services , North Carolina Medical Care <br /> Commission in accordance with rules and regulations adopted <br /> by the North Carolina Medical Care Commission . <br /> e. Franchise - a permit issued by the Orange <br /> County Board of Commissioners granting the right , privilege , <br /> and duty to operate an ambulance or ambulances . <br /> f. Board - the Board of Commissioners of Orange <br /> County. <br /> g. Patient - an individual who is sick, injured , <br /> wounded, or otherwise incapacitated or helpless. This <br /> includes any person being transported to medical attention or <br /> from medical attention in an ambulance. <br /> h. Person - any individual , firm, partnership, <br /> association, corporation, company, group of individuals <br /> acting together for a common purpose , or organization of any <br /> kind including any governmental agency other than the United <br /> States . <br /> Section 2 . Franchise Required. <br /> A. No person, either as owner, agent or otherwise <br /> shall furnish, operate, conduct , maintain, advertise or <br /> otherwise engage in or profess to be engaged in the business <br /> or service of the transportation of patients upon the public <br /> ways of Orange County without first having applied for and <br /> obtained a franchise from the Orange County Board of <br /> Commissioners authorizing such operation.
