She has assured me that I will have such an opportunity at <br /> your March 2 meeting. <br /> The following is a brief outline of the suggestions I will present: <br /> 1) I wholeheartedly support the intent of the ordinance and <br /> urge you to approve it, with ammendments and suggestions below: <br /> 2) There are several serious faults in the proposed draft of <br /> the ordinance that must be corrected. <br /> a) Article 2 and 3 <br /> The Board should: <br /> - Reject definition of floodway and floodplain based <br /> on "alluvial soils", "Orange County Soils Survey", <br /> or the on-site survey of "vegetation and flood evi- <br /> dence". These methods are not accurate and are not <br /> compatible with the hydrology and hydraulic engineering <br /> basis for the HUD mapped area of the County. <br /> - Require a floodplain study by a registered engineer <br /> for any unmapped areas of the County, if the County <br /> wants to extend the Ordinance to unmapped areas, <br /> b) Article 4 <br /> The Board should: <br /> -Strengthen language to restrict construction and con- <br /> struction of fill areas in the floodway. <br /> -Reject the proposed ammendment, dated January 30, 1981, <br /> (919)929-1173u 100 EASTOWNE DRIVE POST OFFICE BOX 2134 m CHAPEL HILL,NORTH CAROLINA 27514 <br />
