You advertised that the <br /> proposed ordinance would be available at the Chapel Hill Public Library. I <br /> visited the library on Sunday, February 15 and read the ordinance. On Mon- <br /> day, the Chapel Hill Newspaper contained an article which described a complete- <br /> ly different ordinance on one key point (i.e. whether or not construction is <br /> permitted in the floodplain). I-returned to the library on February 17 and <br /> re-read the ordinance and still did not find the language reported in the News- <br /> paper. <br /> It was only when I arrived at the Public Hearing that I learned that a <br /> proposed ammendment to the Ordinance, dated January 30, 1981 was under consi- <br /> deration.
