Those items were:
A. The federal level of the Family Planning Program has created a
revised fee scale. The difference between the new scale and the present
scale is that the eligibility limits have been raised by ten percent.
We should implement the new scale as soon as possible to prevent several
patients from a changed eligibility status.
B. We need to submit our family planning program grant application
for fiscal year '81-'82 to enable its receipt in the Division of Health
Services Regional Office by March 2. In past years you have taken this
action contingent upon your final appropriation in June. Secondly, this
request would represent what I would hope to start off the year with in
federal/state monies and not necessarily what will be actually granted.
I would be pleased to discuss the program in detail this evening. However
I suggest you may find it more interesting if it is later discussed in the
context of our overall budget/programatic presentation, of which this is
a key element. Acting on the family planning application separately gives
the impression that the program is free standing, which it is not.
