Section IV. Non-Exclusive. <br /> The right herein granted to construct and ope: <br /> cable television system and service shall be non-exclus <br /> and Orange County reserves the right to grant similar <br /> franchises to any person or persons at any period durinc <br /> present franchise or any extension thereof . <br /> Section V. The System and its Operation. <br /> Alert Cable T.V. of North Carolina, Inc. has i <br /> place a CATV system providing CATV service to persons in <br /> unincorporated areas of Orange County. By the terms and <br /> conditions of this ordinance that system and service is <br /> limited to providing cable television service to the horn <br /> connected to the CATV system and served on November 24, <br /> and to providing reasonable , ordinary maintenance of the <br /> system in place on November 24 , 1980. The system shall <br /> upgraded or extended. Customers shall not be added to t) <br /> system and the channel capacity shall not be increased. <br /> Customers who discontinue service from the system for an <br /> reason whatsoever shall not be thereafter served. In all <br /> other respects , the authority granted by this franchise <br /> be as prescribed in Sectin VIII of the Orange County Cab) <br /> Television System Ordinance, provided however , Alert Cabl <br /> T.V. of North Carolina, Inc. may establish rates for ser <br /> farnomi::7u:c: <br /> and <br /> necessary to meet all applicable costs of service , includ <br /> fair return on all invested capital . Upon acceptance of <br /> pre-existing permitted use franchise Alert Cable T.V. of <br />
