LUCAS <br /> The applicant's property is located in an area designated on the <br /> Town of Chapel Hill's Land Use Plan as an activity Center. This area <br /> is also classified as a Commercial Transition Activity Node in the pro- <br /> posed Orange County Land Use Plan. For these reasons staff feels the <br /> area should develop as either high intensity residential or commercial. <br /> This site could be developed in harmony with the adjoining Timberlyne <br /> Village Market Place (Shopping Center). Since the present County <br /> Zoning Ordinance would not allow an opportunity for site plan review <br /> of the development, staff recommends that the requested rezoning be <br /> denied. <br /> However, if the developer would withdraw his application and re- <br /> submit it under the Planned Development provisions of the proposed <br /> zoning ordinance, then staff would recommend approval. The conditions <br /> warranting site plan review includeproviding for the traffic <br /> generation hazards that this development could create in conjunction <br /> with the Shopping Center, various appearance considerations, future <br /> right of way dedication, street improvements on N.C. 86, various <br /> parking and traffic flow concerns internal to the 3.86 acre tract. <br />
