INTERPRETATION <br /> In the interpretation and application of this ordinance all provisions <br /> (1) considered as minimum requirements; (2) liberally construed in favc <br /> protection of the public health; safety, and welfare. <br /> ARTICLE 9, WARNING AND DISCLAIMER OF LIABILITY <br /> The degree of flood protection required by this ordinance is considered <br /> reasonable for regulatory purposes and is based on scientific and engin <br /> considerations. Larger floods can and will occur on rare occasions. F <br /> heights may be increased by man-made or natural causes, This ordinance <br /> imply that land outside the areas of special flood hazard or uses permit <br /> within such areas will be free from flooding or flood damages. This orc <br /> shall not create liability on the part of Orange County or by any office <br /> employee thereof for any flood damages that result from reliance on this <br /> ordinance or any administrative decision lawfully made thereunder. <br /> ARTICLE 10. PENALTIES FOR VIOLATION <br /> Violation of the provisions of this ordinance or failure to comply with <br /> its requirements, including violation of conditions and safeguards estab. <br /> in connection with grants of variance or special exceptions, shall const: <br /> a misdemeanor. Any person adjudged in violation of this ordinance shall <br /> punished as provided in G.S. 14-4. Each day such violation continues she <br /> considered a separate offense.
