FRAMEWORK AND APPLICATION <br /> The 'following Township policy statements represent the organizing concepts <br /> around Which the land use plan for Hillsborough Township has been construc- <br /> ted: <br /> 1) The Town of Hillsborough is the Township's major growth and development <br /> center. <br /> 2) The more intensive, higher-density commercial , industrial and residential <br /> land uses are most appropriate io the Town 's corporate limits and <br /> inside of the Urban Transition Areas that surround the Town. <br /> 3) Agriculture should continue as the most viable land use in the <br /> northern tier of the Township. <br /> 4) Low-density, rural non-farm residential land use is best suited to the <br /> southern tier of the Township. <br /> 5) All of the Ten-Year Urban Transition Area will be in the current <br /> extraterritorial planning jurisdiction of the Town. Some of the Twenty- <br /> Year Urban Transition Area will be in the planning jurisdiction and <br /> the east of the Town, generally encompassing an area that is or could <br /> be, efficiently served by municipal water and sewer lines. <br /> The Land Use Plan for Hillsborough Township reflects these organizing concepts <br /> through the distribution of the various land use classifications across the <br /> Township, The amount of land in each classification is a function of the <br /> projected population change in the Township and the resulting land needs. <br />
