FRAMEWORK AND APPLICATION <br /> The following Township policy Statements represent the organizing concepts <br /> around which the land use plan for Cheeks Township has been constructed: <br /> 1) The moderately sized Town of Mebane is capable of providing urban-type service <br /> appropriate to its surrounding 10-year and 20-year Transition Areas. <br /> 2) The small , unincorporated community of Efland has characteristics which <br /> make it suitable for urban-type services, including water and sewer lines. <br /> 3) Areas to the north and south of the I-85-US 70 corridor should remain in <br /> agricultural , rural/low-density residential and rural commercial use. <br /> 4) Medium intensity commercial and residential development is appropriate <br /> for the Efland area. <br /> 5) Medium and higher intensity commercial and industrial development is appropria <br /> areas within and immediately outside Mebane's planning jurisdiction that <br /> are served by water or sewer lines. <br /> 6) Development in the portion of the Township which is within the Eno River <br /> watershed should adhere to standards and distributions of land use types <br /> directed toward maintaining the quality of the water draining into the <br /> existing water supply reservoirs of Lake Orange, Lake Ben Johnson, Corporation <br /> Lake and into the proposed Sevenmile Creek reservoir. <br /> The Land Use Plan for Cheeks Township reflects these organizing concepts or <br /> policies through the recommended pattern of the various land use plan classifi- <br /> cations across the Township. The amount of land in each classification is a <br /> function of the projected population change in the Township and the capacity <br /> of the natural environment to contain the uses associated with that plan <br /> classification, <br />
