10 . 6 Manage Orange Counts water supplies so that avail- <br /> able resources are balanced with existing and projecte( <br /> needs. <br /> 10. 7 Orange County should designate prime reservoir sites <br /> so that these areas can be protected from adverse impac <br /> There should be an evaluation of all water sources <br /> available to the County so as not to place inappro- <br /> priate restrictions on a large proportion of the Count3 <br /> , land area and land resources. <br /> GOAL ELEVEN: Appropriate sewer disposal facilities for present and <br /> future residents <br /> Draft Policies <br /> 11. 1 The type of sewage disposal facilities used by develor <br /> ment should be a function of the magnitude of present <br /> and future demand; the distribution of users ; and the <br /> capacity of the natural environment to absorb the im- <br /> pact . <br /> 11. 2 On-site disposal is most appropriate in low-density <br /> and, rural areas where soil conditions are acceptable . <br /> In rural areas with unacceptable soils, state-approved <br /> on-site sewage disposals systems will re required. <br /> 11. 3 There should be a process developed that would ensure <br /> that buyers of property in the County be fully in- <br /> formed about the on-site sewage disposal characteristi <br /> of the soils on their property. <br /> 11. 4 The use of alternatives to traditional septic systems <br /> is desirable on land which is not suitable for septic <br /> tanks and not served by public sewers. Modification <br /> of state legislation is encouraged to remove any bar- <br /> riers to the use of safe, sanitary alternative on- <br /> site disposal systems. <br /> 11.5 Service by centralized water and sewer systems (Towns <br /> of Hillsborough and Mebane, Orange Water and Sewer <br /> Authority) will be most appropriate at the higher- <br /> density levels which occur in the Urban and Transition <br /> Areas. <br /> GOAL TWELVE : Improvement of existing transportation facilities <br /> Draft Policies <br /> 12 .1 The use and improvement of existing highway and trans- <br /> portation facilities is desirable , as opposed to de- <br /> veloping extensive new conventional transportation <br /> systems. <br />
