GOAL SEVEN: Agricultural land and the farming way of life to con- <br /> tinue in rural areas as a viable part of the County ' s <br /> economy <br /> Draft Policies : <br /> 7.1 The problem of increasing tax burdens on agriculture <br /> should be alleviated. The public economic ,social and <br /> environmental benefits provided by a vital farming <br /> community should be protedted through property tax re- <br /> lief to farmers . <br /> 7 .2 New non-farm development should be located so that com- <br /> plaints and nuisance suits against farm operations are <br /> minimized. Only very low density residential develop- <br /> ment should be allowed in farming areas . More intensiv <br /> residential development will be encouraged to occur <br /> outside of farming areas. <br /> 7. 3 The negative impacts of proposed public projects on <br /> farming operations and on productive farmland, includin <br /> the use of eminent domain, should be minimized. Public <br /> review of eminent domain proposals should include ex- <br /> plicit consideration of the impact on agriculture. <br /> 7. 4 Relocation of farming operations because of non-farm <br /> development should be minimized. Residential, commerci <br /> and industrial growth pressures should be directed away <br /> from farming areas , so as to minimize both nuisance <br /> complaint problems and the inflation in rural land <br /> values and tax assessments that can price farmers out <br /> of the land market . <br /> 7.5 Intensive land uses should be directed away from viable <br /> farming operations and concentrations of prime farm- <br /> land. Adequate amounts of vacant land in and near <br /> existing urban areas should be available to these uses, <br /> without the need for consuming farmland. <br /> 7. 6 Commercial land uses which serve favining communities <br /> should be allowed to locate at activity nodes accessible <br /> to farming areas. Adequate amounts of vacant land in <br /> rural activity nodes should be available to serve the <br /> future local commercial needs of the farming community. <br /> 7. 7 Encourage more effective forest Management practices <br /> with consideration to discouraging clear-cutting, <br /> providing renewable energy resources and protecting <br /> wildlife habitats . <br />
