public services and 'utilities ; transportation system <br /> access and capacity; impact on energy resources ; existi <br /> land uses ; presence of productive agricultural-on <br /> forested land; sufficient population densities; and <br /> the presence of historic or cultural features . <br /> 5.2 Guide growth to achieve a miximum amount of infill <br /> development in the urbanizing areas of the County while <br /> maintaining the integrity of the existing and future <br /> open space and recreational system. The purpose of in- <br /> fill development will be to reduce transportation <br /> energy costs in addition to reducing public-service <br /> costs . The Chapel Hill Township component of the Land <br /> Use Plan will be based on the assumption that 75% of <br /> the suitable vacant land in the Town' s existing urban <br /> area will be developed, however the objective will be <br /> to achieve 100% infill. <br /> 5. 3 Medium and higher-density residential development will <br /> be discouraged in the rural portion Of the County. <br /> 5 . 11 Crossroad communities in Orange County have unique <br /> identities which will be Maintained. The following <br /> crossroad communities have locational attributes which <br /> make them suitable to accomodate new commercial and <br /> residential growth at a limited, community scale : <br /> Caldwell, Schley, Cedar Grove (Village) , Carr, and <br /> White Cross . New development at these locations will <br /> be appropriate for each community and will not exceed <br /> the capacity of the natural or physical systems to <br /> support it. <br /> 5.5 Lands in areas changing from rural to urban in charact- <br /> er and reasonably could be developed to accomodate <br /> urban-type densities but are currently not completely <br /> served by urban systems such as water and sewer lines, <br /> will be classified as Transition Areas. These areas <br /> will be further classified into 10-year and 20-year <br /> Transition Areas to reflect the most appropriate <br /> sequence of development as this area changes from rural <br /> to urban and urban services are extended. <br /> 5. 6 The rural, low-density land surrounding the urban areas <br /> but beyond the Transition Areas, which contains environ- <br /> metally sensitive areas such as water-supply watersheds <br /> and Public Interest Areas will be classified as Rural <br /> Buffer. This area will remain rural in character, <br /> will not require urban services and will maintain farm- <br /> ing or rural non-farm residential development as the <br /> most appropriate land use. <br />
