calculated land need acreage of 2172. The Rural Buffer, extends from the <br /> western boundary of the Town's planning jurisdiction to western boundary of <br /> the University Lake watershed. To the north, Rural Buffer extends to New <br /> Hope Road and includes most of the major Duke Forest tracts in Chapel Hill <br /> - Township. It is this area that is proposed to serve as the outer boundary <br /> of the Joint Planning Area, with the Town's corporate limits serving as <br /> the inner boundary. The remaining areas in the Township are classified as <br /> Rural Residential . Areas classified in this way are appropriate for rural <br /> density non-farm housing development. The overall land pattern which will <br /> evolve from this distribution of plan categories has certain characteristics <br /> which are important. Those Activity nodes south of the Duke Forest <br /> tracts and directly north of the Town's planning jurisdictions, are capable <br /> of sustaining more intensive commercial and residential development than <br /> other nodes in the Township. These nodes represent the core elements of <br /> a transition area between the urbanizing area focused on Chapel Hill-Carrboro <br /> and the rural area to the north. This area is in a process of transition <br /> from rural level densities and characteristics to urban level densities, <br /> including the need for urban services such as centralized sewage treatment. <br /> The Duke Forest Lands, as a group, form a band across the north central <br /> part of the Township generally separating the rural area from the transition <br /> area. Thus, the integrity of the Duke Forest tracts are an important aspect <br /> of the developing land pattern in the Township. <br /> In the Town of Chapel Hill the following are existing and proposed <br /> Activity Centers (See Appendix A for more detail description) : <br /> Existing <br /> 1) Chapel Hill Downtown (CBD) <br /> .2) Town and Country <br /> 3) University Mall-Kroger <br />
