a.' <br /> Community <br /> 7 <br /> Rural Community (RC) Rural communities that will never require <br /> urban services or become part of an urban <br /> area and are generally characterized by a <br /> crossroads location, and 3 or more of the <br /> following; a church; a fire station; a post <br /> office; a school ; or other similar social <br /> institutions and one or more commercial <br /> establishments. <br /> Rural <br /> Rural Commercial (RCM) A commercial use will be suitable in areas <br /> where the predominant activities are related <br /> to the productive potential of the land. <br /> These areas will never become urban. An <br /> example are the so-called Mom and Pop grocery <br /> stores and gas stations. <br /> Rural Industrial (RI) An industrial use will be suitable in areas <br /> where the predominat activities are related <br /> to the productive potential of the land, in <br /> areas with good access, but in areas never <br /> to become urban. <br /> Rural Residential (RR) Those rural areas to be developed as low <br /> intensity and low density residential . <br /> Agricultural Residential (AR) Areas where the predominant activities are <br /> related to the land and where farming can <br /> continue to be economically productive in <br /> the future. <br /> Conservation <br /> Public Interest Areas (PIA) Those lands that are owned by public or <br /> quasi-public institutions or agencies such <br /> as the University of North Carolina or <br /> Duke University. <br /> Environmentally Sensitive <br /> or Critical Areas (ES) The primary areas in this category are <br /> floodplains. Floodplains present a natural <br /> hazard to built development and other high- <br /> intensity land uses. <br />
