Revised 10/80 <br /> LAND USE GOALS AND DRAFT POLICIES <br /> These county-wide goals for Orange County are general in con- <br /> cept and scope . They encompass areas over which county government <br /> has varying degrees of influence and are meant to serve as a gen- <br /> eral guide in developing policies and programs related to land <br /> use planning. <br /> CATEGORY : NATURAL ENVIRONMENT, RESOURCES CONSERVATION AND ENERGY <br /> GOAL ONE : The conservation and protection of Orange County's natura <br /> and cultural environments by means which are equitable <br /> to all citizens of the county. <br /> DRAFT POLICIES : <br /> 1. 1 All of the following significant public interest areas : <br /> state-owned parkland, water reservoir buffer land, state <br /> or federally designated historic/archaeological sites <br /> and lands placed by individual property ownegs into <br /> conservation easements should be protected from develop- <br /> ment that would have any detrimental impact . These <br /> lands will be classified as Public Interest Areas in <br /> the Land Use Plan and in addition to being protected <br /> will be managed in ways that will prevent any inter- <br /> nally generated negative impacts from affecting surround- <br /> _ <br /> ing land. <br /> 1.2 Duke Forest lands are a unique and valuable feature in <br /> the Orange County landscape because of their use in re- <br /> search, education and recreation and should be afforded <br /> a maximum amount of protection from incompatible land <br /> uses through designation as a Public Interest Area. <br /> 1, 3 Development should be managed in 100-year floodplains <br /> and floodways to eliminate the potential for damage to <br /> structures, property, and human life as well as to pro- <br /> tect the function of the floodway as a water course <br /> during high flow. <br /> GOAL TWO: The conservation of natural resources <br /> Draft Policies : <br /> 2. 1 Land which contains valuable renewable resources such as <br /> productive agricultural areas, managed forested areas <br /> and water supply sites should be identified. These re- <br /> newable resource lands should be maintained and protected <br /> by directing incompatible development away from these <br /> areas. <br />
