FRAMEWORK AND APPLTCATION <br /> The following Township policy statements _cepresent the organizing concepts <br /> around which the land use plan for Bingham Township has been constructed: <br /> 1) The agricultural and rural residential character of the <br /> Township should be maintained. <br /> 2) Existing and potential watersupply watersheds in the Township <br /> should be developed in a way that will minimize impacts on <br /> water quality and not conflict with agriculture. <br /> 3) The White Cross area has the characteristics of a community <br /> within the Township and this character should be enhanced. <br /> 4) Residential development that does occur in the Township <br /> should be planned for areas that will, not create negative <br /> impacts for agriculture or potential or existing watersupply <br /> watersheds. <br /> 5) The area along North Carolina Highway 54 is not appropriate <br /> for strip-type commercial development, rather it should take <br /> place in compact clusters focused on designated activity <br /> nodes and separated from residential areas. This approach <br /> will help to preserve the utility of the highway as an <br /> important throUghfare. <br /> Several major intersections were analyzed to determine their suitability as <br /> activity nodes. Selection of the designated nodes was a function of the loca- <br /> tional criteria and the needs of the County and the Township for the various <br /> types of land uses. The needs considerations are a result of an effort to <br /> project the level of growth in various sedtors of the local economy to determine <br /> the amount of land needed to contain and support this growth, while fulfilling <br /> the goals and policies of the Plan. <br />
