•,,tf <br /> ,v■ <br /> ORANGE COUNTY LAND USE PLAN <br /> CDUNTY-WIDE SUMMARY <br /> — <br /> GENERAL PURPOSE AND STRUCTURE <br /> In its broadest sense, county planning is a process of <br /> guiding and managing the growth and development of the county <br /> through the application of sound planning principles. This <br /> planning process should reflect the social , economic and natural <br /> environmental conditions and values of the county citizens. The <br /> purpose of the Orange County Land Use Plan is to set guidelines <br /> for the rational distribution of growth and to recommend <br /> management strategies to achieve this objective. Such strategies <br /> could include implenentation tools such as subdivision regula- <br /> tions, zoning regulations, water and sewer line oonstruction, <br /> public investments, a stormwater management ordinance, community <br /> development projects, a thxoughfare plan, soil erosion and sedi- <br /> mentation ordinance, coordinated planning among local governments <br /> in the county, and improved public awareness of planning issues. <br /> The Land Use Plan for the county has its foundation in the <br /> county-wide goals and policies. The goals are general statements <br /> which express ideals toward which the management of growth and <br /> development will be directed. Each goal is supplemented by policies <br /> that state specific public actions which should be taken to achieve <br /> that goal's objectives. The following chart shows the hierarchical <br />
