districts can employ 'smart growth' locational and infrastructure criteria to proactively site future <br />schools. <br />A draft of the letter from the board chairs to the mayors is attached and will be forthcoming <br />upon approval by the County Board and the two School Boards. The Boards may want to hear <br />from staff on this item and discuss as necessary. <br />Attachment 4 — a: Draft Letter from BOCC Chair and School Board Chairs to Mayors <br />Regarding School Site Collaboration <br />b) School Site Reservation/Dedication as Part of Developments <br />Different than the previous p ' roactive land banking system, local governments can have a <br />provision in their subdivision regulations detailing a method for school site reservation during <br />the development application process. An example of this language follows: <br />In every subdivision, school sites may be reserved in accordance with the adopted <br />Comprehensive Plan for Orange County. For the authorization to reserve school sites to be <br />effective, the Board of Commissioners, prior to the adoption of the Comprehensive Plan or <br />any amendment thereto, shall have jointly determined with the Board of Education having <br />jurisdiction over the area, the specific location, size and suitability of each school site to be <br />reserved. All sites so designated shall appear in the adopted Comprehensive Plan. <br />The key is to have the sites roughly outlined in an adopted plan, which triggers an 18-month <br />opportunity for the school district or county to acquire the site. This may be another avenue to <br />address school site needs if larger developments are anticipated to come forward in the future. <br />The Boards may want to hear additional information from staff on this item, and the Boards may <br />want to discuss as necessary. <br />No Attachments <br />6. 'County Services /Financial Partnership <br />Over the past few years, the County and the Town have entered into service delivery <br />partnerships in the arenas of property tax collections, planning services, building inspections, <br />library services, fire inspections and River Park. Over the next couple of years, it is anticipated <br />that the extent to which the County and Town partner will increase - examples of such <br />endeavors include development and operations of River and Fairview Parks, opening of the <br />County's new library, and provision of Recreation programs and Animal Control Services. <br />There may also be some opportun ities relating to the a Heritage Center which the County has <br />discussed. It is the County's interest to have Town and County staff develop plans for financial <br />partnerships to recover the Town's fair share of the County's provision of services. <br />The Boards may want to discuss this item as necessary. <br />.
